Disambiguation numerical suffix "1" is added when changing Input Action name capitalization
Reproduction steps:
1. Open the attached "1395103.zip" project
2. Open the "Test" Input Action asset
3. Rename the "A" Input Action to "a" in the "Test map" action map
Expected result: The Input Action is renamed to "a"
Actual result: The Input Action is renamed to "a1"
Reproducible with: 1.2.0 (2019.4.36f1), 1.3.0 (2020.3.30f1, 2021.2.14f1, 2022.1.0b10, 2022.2.0a7)
