XR.WSA.WorldManager.OnPositionalLocatorStateChanged() does not call when state changes back to active
Steps to reproduce:
1. Open the attached project
2. Open the main.unity scene
3. Switch platform to Windows Store
4. Open Holographics Emulation and select Remote to Device.
5. Connect to Hololens
6. Play the scene
7. Cover IR sensors and note the change in state
8. Uncover sensors and note the change back to active state
9. Note how the last state still shows as inactive
Actual results: The event XR.WSA.WorldManager.OnPositionalLocatorStateChanged() does not trigger when the WorldManager.state changes back to active on Hololens
Expected: The event XR.WSA.WorldManager.OnPositionalLocatorStateChanged() should be triggered
Reproduced with: 2017.2.1p3, 2017.3.1p1, 2018.1.0b6, 2018.2.0a1
Not reproduced with: 2017.2.1p2
