[Mobile][Shader]Circular banding and lateral striation rendering issues on specular surface shader on mobile devices
To reproduce:
1) Open attached project and scene in it
2) Build and run on mobile
3) Move around the device a bit - the sun moves by tilting it
4) Notice how jittery and banded the sun is. If sun is pushed to corners of the shape, permanent striation can be seen. Note: They are more visible on Galaxy S6 edge (closer to center), but they are visible on all devices

This is still happening in 5.5 on iPhone 6. I've tried Metal, OpenGL ES 2, and OpenGL ES 3. I've tried reconfiguring every parameter imaginable to make it go away, but it remains. Very annoying.
