[Shader graph] Target settings Add/Remove button is displayed too far right when adding "Visual Effect" active target
How to reproduce:
1. Open the attached "case_1343124.zip" project
2. In the Project window, open the Test Shader Graph
3. Open the Shader Graph and in the Graph Inspector/Target Settings add Visual Effect target
4. Observe Add and Remove Active Targets Buttons
Expected Result: Add and Remove Active Targets Buttons are visible
Actual Result: Add and Remove Active Targets Buttons are offset to the far right and only visible after scrolling
Reproducible with: 12.0.0 (2021.2.0b1, 2021.2.0b2, 2022.1.0a1)
Not reproducible with: 10.5.0 (2020.3.14f1), 11.0.0 (2021.1.13f1), 12.0.0 (2021.2.0a21)
Could not test with: 2018.4 (URP is not supported), 2019.4 (Active Targets are not available yet)
Notes:
1. Not reproducible when added Active Target is built-in or Universal
2. Reproducible on Windows and MacOS
