HDRP Config package version does not match the HDRP version after upgrading the project or using the HDRP Wizard

How to reproduce:
1. Create an HDRP Template project
2. Click Window -> Render Pipeline -> HD Render Pipeline Wizard
3. Select HDRP + DXR and click Fix All
4. Once the process is finished observe that HDRP Config package is installed using the Package Manager
5. Upgrade the HDRP package
6. Observe that HDRP package was updated while the Config package was not
7. Manually update the Config package to the same version as HDRP
8. Delete the HDRP asset and repeat steps 2 - 4

Expected result: Once the DXR setup is finished, the project is using the correct HDRP config version which matches the HDRP version
Actual result: HDRP Config package version does not match the HDRP package version

Reproducible with: 2019.3.0f1(7.1.5, 7.1.6), 2019.4.9f1(7.3.1, 7.4.3), 2020.1.4f1(8.2.0), 2020.2.0a21(9.0.0-preview.54, 10.0.0-preview.27)
Not reproducible with: 2019.3.0b12(7.1.1, 7.1.2)
Could not test with: 2018.4.26f1(HDRP wizard was not available)

Workaround: Deleting the LocalPackages which stores the HDRP Config package and then re-running the HDRP wizard

  1. Resolution Note (fix version 10.2.0):

    Fixed in HDRP 10.2.0 which is available in Unity 2020.2. A change was made where installing the local HDRP Config package when it's already present will ask the user whether they want to replace the content or not.
    In particular for DXR, in later packages, the local config package is not required anymore.
