Camera renders black background when using Physical Sky & Camera.y < Planetary Radius + Planet Center Position

Reproduction steps:
1. Open project in "2020.1.0a13PSky.zip"
2. Open Scene "SampleScene"
3. "Sky and Fog Volume" in the Hierarchy uses Physically Based Sky
4. "Main Camera" in the Hierarchy has a Volume Component with its profile set to "SampleSceneSkyandFogSettings"
5. "SampleSceneSkyandFogSettings" uses Physically Based Sky
6. Move the Camera to less than 1 on Y-axis

Expected result: Camera's background almost does not change
Actual result: Camera's background becomes black

Reproducible with: HDRP 7.1.5 (2019.3.0b4), HDRP 7.1.5 (2019.3.0b12, 2020.1.0a14)
Not reproducible with: HDRP 4.10.0 (2018.4.13f1), HDRP 6.9.2 (2019.2.13f1)

Notes:
1. This is a Package regression, I've confirmed using several Unity versions that the bug does not repro in HDRP 7.1.2 and does repro in HDRP 7.1.5 in same Unity version (confirmed 2019.3.0b12, 2020.1.0a14)
2. Camera's Transform value on Y-axis has nothing to do with the issue specifically, it all depends on values of Planetary Radius and Planet Center Position on Physically Based Sky Override
3. Graphics API's tested: DX11, DX12, Vulkan

  1. Resolution Note:

    Physically Based Sky works by precomputing sky lighting for a range of altitudes. The smallest altitude is 0, which starts at the sea level. Below the sea level, there is no information, so sky rendering is disabled. Make sure your game world is positioned above the sea level.
