Physics.Processing cpu time spike is displayed in the Profiler when an image is downloaded from Streaming Assets
How to reproduce:
1. Open the attached 'HeliosImageLoading.zip' project
2. Enter Play mode and press 'Space' key
3. Observe the Profiler window
Expected result: no Physics.Processing cpu time spike is displayed
Actual result: Physics.Processing cpu time spike is displayed
Reproducible with: 2017.4.32f1, 2018.4.7f1, 2019.2.3f1, 2019.3.0b1, 2020.1.0a1
Note: UnityWebRequestTexture.GetTexture method is used to download the image from Streaming Assets folder

Resolution Note:
Here we observe the result of job stealing that happens during the physics simulation once there are no more physics tasks from pick from the main thread, but there are still some other physics jobs on-going. In this case, the main thread picks another high-priority job from the queue, and it can be anything really that is scheduled & ready at the moment.
