The Game View Scale changes from 2x to 1x when transitioning from Edit to Play mode
How to reproduce:
1. Open attached project
-- Target platform is set to iOS
-- Low Resolution Aspect Ratios box is unchecked
2. Verify the current layout is showing Scene and Game view at the same time
3. Check the Scale on Game view is set to 1x
4. Enter on play mode
5. The scale on Game view changes to 2x and also the view changes
Reproducible with: 2017.4.23f1, 2018.3.4f1, 2019.2.0a5, 2019.2.0a7
Not reproducible with: 2018.3.5f1, 2018.3.8f1, 2019.1.0b6, 2019.2.0a4
Actual results: Game view changes from 2x to 1x when entering Play Mode
Expected results: Game View should stay the same scale both in Edit and Play modes
Fixed in: 2019.2.0a10

This is still not fixed. If you have a Game window open on the second monitor that has scaling, Game will automatically zoom (in my case to 1.3x)

The cause of this bug (still happening in 2022.3.22f1) is if you have the Animation panel open free-floating on a second monitor and that monitor is using scaling.
Steps:
1. Set up Display 1 in Windows with no scaling and open Unity Editor on that monitor, full screen.
2. Open Animation panel and float it to the second Display that has a scaling factor applied to it.
3. In editor hit Play to play your project.
Result: Unity Editor picks up that the floating panel on the second display is somehow the "primary" location of editor, picks up the scaling factor and then applies it to the Game window Scale, despite Editor being on the primary non-scaled display/monitor.
