UGUI.Rendering.UpdateBatches takes a very long time to complete when canvases are moving

Reproduction steps:
1) Download and open user's attached project
2) Open unity profiler
-- Any further step can be reproduced on most of the platforms, even inside the editor
-- However, most reliable repro can be observed on Android or iOS
3) Build "SampleScene.unity" scene and run it on an Android device
4) Attach profiler to the device
5) Press on "Page Up" or "Page Down" buttons
-- Notice that when canvases are moving profiler is showing performance spikes in UGUI.Rendering.UpdateBatches

    Having this problem in 2018.4.4f1
    Moving world spave cavases in VR. taking up to 15ms, destroying the performance.
