[XRSDK] OpenXR and Oculus menu overlay pauses rendering of background application
Reproduction steps:
1. Open the attached user's project "OpenXR_Repro.zip"
2. Go to Project Settings > XR Plugin Management > Plug-In providers for Android and ensure that OpenXR is the only one ticked
3. Build Scenes > Repro to the Oculus/Meta Quest 2 and run
4. In the game, press the Oculus menu button to open the menu overlay, see the game scene and the background is static not being rendered
Expected result: rendering of background application is not static and is being rendered
Actual result: rendering of background application is static and not being rendered
Reproduces on: 2020.3.34f1, 2021.3.4f1, 2022.1.1f1, 2022.2.0a16
Could not test on 2019.4.39f1 due to package errors when downgrading
Reproducible with these devices:
N/A, Oculus (Quest 2), Android 10, CPU: Snapdragon XR2, GPU: Adreno (TM) 650
Notes:
-Reproduces with both OpenXR and Oculus XR plugins
-User has noted that this does not reproduce with the Oculus plugin, however it does reproduce for me

I am getting exactly the same bug with URP (only URP!) project using Unity version 2022.3.2f1, XR Plugin Management 4.4.0 and XR Interaction Toolkit 2.3.2.

Resolution Note (fix version 4.2.1):
This issue was related to Input System package and has been fixed in Input System package 1.4.1+.
The latest release OpenXR 1.5.1 updated its dependency of Input System package to 1.4.1 as well
