[XR][URP][Vulkan] Fixed Foveated Rendering doesn't get applied and changing the level of it produces artifacts in the scene
Repro steps:
1. Open attached project
2. Build and Run on a Quest
3. Using the toggles adjust the levels of FFR
Actual: FFR doesn't get applied
Reproducible with: 2020.1.0b4, 2020.2.0a5

Changed project to use Unity.XR.Oculus.Utils.SetFoveationLevel() and FFR changes are now reflected.
