[XR][URP] Spotlight Outer Angle has Artefacts when using Forward+ Rendering Path with Quest 2/3

Steps to reproduce:
1. Open the attached user's project "OpenXR_Issue.zip"
2. Connect Oculus link with Quest 2/3
3. Enter Play Mode
4. Observe the Spotlight Outer Angle on the wall, additionally move the Camera on the X-axis for the artefacts to become more apparent

Expected Result: Spotlight Outer Angle has no Artefacts when using Forward+ Rendering Path
Actual Result: Spotlight Outer Angle has Artefacts when using Forward+ Rendering Path (See attached Repro.mp4)

Reproducible with these devices:
VLNQA00609 - Oculus Quest 3 (Quest 3), CPU: Snapdragon XR2 Gen 2 (SM8550), GPU: Adreno 740, OS: 12
VLNQA00415 - Oculus Quest 2 (Quest 2), CPU: Snapdragon XR2, GPU: Adreno 650, OS: 12

Reproducible with: 2022.3.18f1, 2023.2.8f1, 2023.3.0b5
Could not test on: 2021.3.34f1 due to Forward+ Rendering Path not existing

Testing Environment: Windows 11
Not reproducible on: No other environment tested

Notes:
-Not reproducible with HDRP
-Frame Debugger shows it is happening right before the XR Occlusion Mesh is drawn (disabling XR Occlusion Mesh makes no difference)
-Reproducible only with Forward+ rendering path
-Reproducible with Single Pass Instanced and Multi-Pass
-Reproducible with OculusXR and OpenXR plugins

  1. Resolution Note:

    We have looked into this case and the issue is not reproducible with 2023.3.0b11. We used the repro project provided in case and tested on Quest2 linked mode. We believe the issue is already fixed.
