[XR SDK] XR Plug-in management tab grays out and stucks when installing Plug-in provider with no internet connection
Reproduction steps:
1. Create a new project
2. Open Project Settings
3. Enable XR Plug-in management
4. Try to enable one of the Plug-in Providers
Expected result: Unity installs the Verified version of the provider package
Actual result: The XR Plug-in management tab grays out and stucks on "Checking installation requirements for packages..."
Reproducible with: XR SDK 4.0.1 2019.4.23f1, 2020.2.7f1, 2020.3.2f1, 2021.1.0f1, 2021.2.0a10
Not reproducible with: 2018.4.32f1 (XR SDK not available)
