EnterPlayModeOptions doesn't take effect if user manually modifies m_EnterPlayModeOptionsEnabled to 0
Steps to reproduce:
1. Modify EditorSettings.asset, such that m_EnterPlayModeOptionsEnabled is equal to 0
2. Disable Domain Reload on enter play mode
3. Enter play mode
Actual results:
No domain reload (as we no have enabled/disabled options as a concept)
Expected results:
Domain reload still occurs
Reproducible with versions:
6000.0/staging, 6000.3 staging, 6000.4 staging, 6000.5 staging, 6000.6 staging
Not reproducible with versions:

Tested on (OS): macOS 15.7.3
Notes:
- Most common case for this occurring is customers reverting changes in version control after doing an upgrade from 2022.X
