[XR SDK][URP] SetStereoViewMatrix and SetStereoProjectionMatrix does not work when used in VR
Reproduction steps:
1. Open the attached project ("1328435R.zip")
2. Open the "SampleScene" scene
3. Enter Play mode
Expected result: The world in the left eye - upside-down, the world in the right eye - have the wrong scale
Actual result: Both eyes display the usual VR image
Reproducible with: XR Plugin Management 4.0.1 (2019.4.25f1, 2020.3.6f1, 2021.1.5f1, 2021.2.0a15)
Could not test with: 2018.4.34f1 (XR SDK not available)

Resolution Note:
We are aware of the issue. Current URP XR integration does not support user defined stereo matrices(all XR matrices are coming from XR provider at the moment).
We have evaluated the work that need to be completed to support this scenario.
Postpone this issue until XRSystem to Core PR lands(https://github.com/Unity-Technologies/Graphics/pull/3557) and will work on exposing public helper function to allow user inject custom stereo matrices data.
