[XR SDK] [OpenXR] ActionBasedController.SendHapticImpulse is not sending haptic impulse
Reproduction steps:
1. Open the attached project ("VR.zip")
2. Open the "WorldInteractionDemo" scene
3. Enter Play mode
4. Press the grip button on the controller
Expected result: Haptic impulse is received in the controller
Actual result: Haptic impulse is not received
Reproducible with: OpenXR Plugin 1.0.3 (2019.4.24f1, 2020.2.7f1, 2020.3.2f1, 2021.1.0f1, 2021.2.0a11)
Not reproducible with: 2018.4.32f1 (XR SDK not available)
