[XR][GearVR] Render Viewport Scale Jitter when render viewport scale changes continuously on Mobile
This is the same bug as 1153261 but for mobile platform which I as I was regressing the original bug I saw it was happening on GearVR.
As the render viewport scale changes there is significant jitter in the frame. See the original bug for example project.

Resolution Note:
Unity's support for GearVR has been deprecated in our 2019.3 release and will be removed in a future release. As such, we're deprioritizing our support of GearVR, and won't be actively fixing issues related to the platform.
