[XR][Quest][Vulkan] Vulkan XR apps crash on Quest upon launch when Optimized Frame Pacing is enabled
Repro steps:
1. Create a new project
2. Add XR Plug-in Management
3. Set Graphics API to Vulkan
4. Enable Optimized Frame Pacing in Player Settings -> Resolution and Presentation
5. Build and Run on Quest
Actual: App crashes on launch
Expected: App doesn't crash
