[XR][Quest][Vulkan] Real time lights break when cast shadows enabled with multiview vulkan

Resolution Note:
After further investigation, we found it is only the Quest 1 device that has this error. The tests run fine on Quest 2. Since Quest 1 is not supported by Meta anymore we are not planning to fix this issue.
