[XR][OpenXR] "OpenXR Package Settings" asset's size increases when project is reimported
Reproduction steps:
1. Download the attached "case_1351960.zip" project
2. Go to Project folder > Assets > XR > Settings and notice the size of "OpenXR Package Settings.asset" file
3. Open the project
4. Right-click the in the Project window to open the Context menu
5. Select Reimport All
6. Observe the size of the file
Expected result: the file size stays the same
Actual result: the file size slightly increases (about 20kb per reimport)
Reproducible with: OpenXR 1.2.3 (2020.3.15f1, 2021.1.16f1, 2021.2.0b5, 2022.1.0a3)
Could not test with 2019.4 (OpenXR requires 2020.2+)
Note: after all the testing the file size increased from 30 kb to 614 kb (the file is attached in Edit section).

Re-import / file growing also happens when opening the project.
