[XR] [iOS] Plug-in Management always installs Verified ARKit package version
Reproduction steps:
1. Create a new project
2. Install Ar Foundation package using Package Manager
3. Go Edit -> Project Settings -> XR Plug-in Management
4. Switch to the iOS tab
5. Enable ARKit Plug-in Provider
Expected result: ArKit version matching Ar Foundation will be installed
Actual result: A verified ARKit version for that Unity version is installed instead of the matching one which results in a lot of namespace errors
6. Use the package manager to either downgrade ARFoundation or upgrade ARKit so the versions match
The issue is resolved

Reproducible with: 2019.4.14f1 (ARF 4.0.9 installs ARKit 2.1.10), 2020.1.12f1 (ARF 4.0.9 installs ARKit 3.1.8), 2020.2.0b10 (ARF 4.0.8 installs ARKit 4.0.9)
Could not test with:
2018.4, because XR Plug-in Management is not available in project settings
2021.1.0a5 because there is only 1 ARKit and 1 AR Foundation version only (so the correct one is bound to be selected)

Resolution Note (2019.4.X):
ARFoundation and ARKit major version numbers need to match. Use package manager to either downgrade ARFoundation to 2.1.10, or upgrade ARKit to 4.09.
