[WSA] WWW could not get a default proxy
Steps to reproduce:
1. Open the attached project(WWWDefaultProxy.zip)
2. Switch platform to Windows Store
3. Build for WSA Universal 10 (.NET backend),
4. Deploy on local machine
5. Observe, the Output window. Connection failed to get a default proxy
Expected result: UWP platform should support the proxies
Actual result: UWP does not support the proxies
Reproduced with: 5.5.4f1, 5.6.2f1, 2017.1.0b10, 2017.2.0a4
