[WSA][UWP] text indicator is locked at the end of text in UI.InputField and can't be moved
Steps to reproduce:
1. Open attached project
2. Build for WSA UWP
3. Deploy on Windows Phone 10 mobile device
4. Tap on InputField and input some text
5. Tap anywhere on the inputed text to place text indicator
Result: Text indicator stays at the end of the text and it cannot be moved. Tapping on the inputfield doesn't select all the text(if there is any).
Reproduced with: 5.3.1f1, 5.4.2f2, 5.5.0b7
Not reproducible on WSA local machine.

Currently using 5.4.0f3 and this is still happening. Also you can't highlight text or copy and paste.
