[WSA] Two WSA plugins sharing same placeholder produces "GetFileByPath(filePath) == NULL" error when building Universal 8.1 SDK
Steps to reproduce:
1. Open attached project
2. Add "main" scene to build settings
3. Build WSA Universal 8.1 SDK
4. Error is printed out in the console "GetFileByPath(filePath) == NULL UnityEditor.HostView:OnGUI()"
Reproduced with: 5.4.0f3, 5.4.1f1
Not reproducible with: 5.3.6f1, 5.5.0b1
