[WSA] PhraseRecognized event can not be triggered when you launching an UWP app for the first time
Steps to reproduce:
1. Open the attached project (PhraseRecongnized.zip)
2. Switch platform to Windows Store
3. Open the Main scene
4. Build for WSA Universal 10 SDK
5. Open Visual Studio solution
6. Deploy on local machine
7. Microphone permission will pop up, hit allow
8. Try to say "Hello", nothing will appear in Output
Actual results: PhraseRecognized event is not triggered
Expected results: PhraseRecognized should be triggered

This happens on the first launch only
