[WSA ]Build and Run does not launch an UWP build when using VS2017 Update 4
Steps to reproduce:
1. Create a project
2. Switch platform to Windows Store
3. Build and Run
4. Observe the exception
Expected result: Build and Run should launch an app
Actual result: Editor throws the exception
Reproduced with: 2017.3.0b1, 2017.3.0b7, 2018.1.0a2
Not reproduced with: 2017.1.2p2, 2017.2.0p1
Fixed in: 2017.3.0f2, 2018.1.0b1
