WinPixEventRuntime.dll dependencies are not included when a Windows Standalone Development Build is built
How to reproduce:
1. Create a new empty project
2. Go to File -> Build Settings
3. Enable the setting "Development Build"
4. Build the project for Windows
5. Run the Build on a computer where Visual Studio runtimes are not available
Expected result: the build runs
Actual result: the build doesn't run
Reproducible with: 2019.4.28f1
Could not test with: 2019.4.31f1, 2020.3.19f1, 2021.1.23f1, 2021.2.0b14, 2022.1.0a10 (could not reproduce the issue locally)
