[WindowsMR] Player window does not open if the user toggles XR off and changes device to None
REPRO STEPS
1. Load attached project
2. Build/Deploy to WMR locally on machine with "WindowsMR" as top-most SDK in Player Settings
(Should be running in WMR headset at this point)
3. Once running in WMR, press E to toggle the device and XR setting to "None"
Note no player window is opened on the PC

Latest issues

Resolution Note (2019.3.X):
Won't fix at this time. We haven't see any demand for "Magic Window" functionality on WMR. Will re-consider if we receive requests for this type of feature.
