[Windows] TransformChangeDispatch::GetSystemInterested crashes on project load
To reproduce:
1. Download attached project "CrashBug.zip" which user attached in email and open in Unity
2. Create a new scene
3. Add 2 prefabs "Tree-Wave" and "Wind-Default"
4. Enter Play mode
5. Exit Play mode
6. Save the scene, project and close Unity Editor
7. Reopen Unity
Expected Result: Unity Editor loads project
Actual Result: Unity Editor will crash
Notes:
- This issue appears only on Windows
Reproduced on Unity 5.5.4p2, 5.6.3f1, 2017.1.0p2, 2017.2.0b5 and 2017.3.0a2
