[Windows] The Unity import progress is not shown in the Windows taskbar
How to reproduce:
1. Create a new project
2. Inspect the Unity import progress in the Windows taskbar
Actual: The Unity import progress is not shown in the Windows taskbar (see Expected.png and Actual.png Actualattached in the Edit section)
Reproducible with: 2020.1.0b3, 2020.1.2f1, 2020.2.0a5, 2020.2.0a20
Not reproducible with: 2020.1.0b2, 2020.2.0a4
