Windows Store Apps is not considered mobile platform by Standard Assets Cross Platform Input
Steps to reproduce:
1. Open Standard Assets example project or import Cross Platform Input package
2. Switch to Windows Store Apps platform
3. Enable Mobile Input by clicking on menu Mobile Input -> Enable. Message will pop saying that mobile input will not be enabled on this platform.
Windows Store Apps targets differ by SDK chosen. And even then, all of the possible options may have Mobile, aka Touch Inputs.
