[Windows] Specific folder reappears after deleting it and pushing changes to the cloud
To reproduce:
1. Open project
2. Delete Assets/Plugins/x86_64 using RMB click on folder -> delete
4. Right click in the Plugins folder, select ReImport
6. Notice that Assets/Plugins/x86_64 reappears
Reproduced: 2017.1.4p2, 2017.2.3p2, 2017.3.2p1, 2017.4.6f1, 2018.1.7f1, 2018.2.0b10, 2018.3.0a3, 2019.1.0a10

Resolution Note (2018.3.X):
The editor has loaded these Native DLLs, and windows has placed a lock on them. An error message has been added to notify you that these files could not be deleted, but we aren't able to delete native dlls that the editor has loaded while the editor is open
