[Windows][Joystick] Joystick device is not recognized.
Tested with Logitech Extreme 3D flight stick: https://www.logitechg.com/en-us/products/gamepads/extreme-3d-pro-joystick.html
Repro:
1. Download package at: https://github.com/Unity-Technologies/InputSystem
2. Open Input Debugger
3. Try double click on the device
Actual: The device is listed as unsupported, and double click doesn't bring up the device debugger window.
