[Windows, DLL Loading] fbxsdk_c.dll fails to load because Unity Editor ships with incompatible libfbxsdk.dll
How to reproduce:
1. Open user-submitted project (fbxsdk)
2. Open the Test Runner window
3. Run all Edit Mode tests
Expected result: all tests pass successfully
Actual result: Test_2a_Call_fbxsdk_c and Test_2b_Load_fbxsdk_c fail - System.DllNotFoundException for fbxsdk_c.dll
Reproducible with: 2018.2.0a3, 2018.2.21f1, 2018.4.7f1, 2019.2.3f1, 2019.3.0b1, 2020.1.0a1
Not reproducible with: 2017.4.32f1, 2018.2.0a2
