[Windows][AMD] Development Build with no scenes shows a purple screen when using OpenGLES3 graphics API
How to reproduce:
1. Create a new empty project
2. Go into the Player Settings (File -> Build Settings -> Player Settings)
3. Turn off the "Auto Graphics API for Windows" setting
4. Add "OpenGLES3" to the Graphics APIs for Windows tab, remove any other APIs and restart the Editor
5. Open the Build Settings window (File -> Build Settings)
6. Turn on "Development Build"
7. Build and Run the project
Expected result: The Build shows the SampleScene/Placeholder scene
Actual result: The Build shows a purple screen
Reproducible with: 2019.4.37f1, 2020.3.32f1, 2022.1.0a16, 2022.2.0a8, 2022.2.0a9, 2022.2.0a13
Couldn't test with: 2021.2.17f1, 2022.1.0b13 (Internal build system error. BuildProgram exited with code -2147024894)
