[Windows] Console Window fails to repaint unless hovered over if it had been maximized before
How to reproduce:
1. Open the attached project
2. Select the "Cube" object in the hierarchy
3. Maximize and minimize the Console Window (Right click the console window tab -> Maximize -> Repeat to minimize again)
4. In the "Cube" Inspector set the script's array size to -1 (This should show an error than an array's size can't be negative)
5. Observe that the bottom bar updated with a new error message but the Console Window did not
Expected result: Maximizing and Minimizing windows does not affect the Console Window's repainting and any new errors show up right away without having to hover over the window
Actual result: After Maximizing and Minimizing the Console Window it no longer repaints correctly and has to be forced manually to repaint by hovering over it
Reproduced in: 2021.2.0a1, 2021.1.0a10, 2020.2.0f1, 2020.1.17f1, 2019.4.16f1, 2018.4.30f1, 2017.4.40f1
