[Windows][ColorPicker][Hi-DPI] doesn't select pointed colors when display scaling is > 100%
Reproduction steps(GIFs attached):
1. Click the Windows logo key on the keyboard.
2. Go to "Settings > System > Display".
3. Drag the scalling bar up to 150%.
4. Create a new Unity project.
5. Create a new material.
6. Select the color picker tool.
7. Move the pointer around and notice that the wrong colors are picked.

Same problem on a Surface Book which defaults to 200% scaling.
