[WINDOWS] Build's Date Modified is set incorrectly when new build is created
How to reproduce:
1. Open given Unity project
2. Enter "SampleScene"
3. Go File -> Build Settings.. -> Build and make a build
4. When building is finished, open the folder where the build is created and check modified date of this build
Expected result: Date Modified should be the same when the build is done
Actual result: Date is set randomly (all versions have a different date)
Reproducible with: 2018.2.0b3, 2018.1.0f2, 2017.4.2f2, 2017.3.2f1, 2017.2.2p2, 2017.1.3p4
