[Windows] Build fails on iOS when language with non latin characters is set as windows display language
How to reproduce:
1. Create a new project
2. Switch to iOS platform
3. Build the project
Actual: Build fails
Reproducible with: 2019.2.0a7, 2019.2.0a11
Not reproducible with: 2018.3.12f1, 2019.1.0b10
