[Windows] aborting IME input won't let you open IME selector again

--repro in 2018.4, 2019.3 and 2020.1
--works fine on OSX
-repro:
--create new project
--change input language to Simplified Chinese
--click into an input field (like search or renaming a GO)
--start typing
--notice the IME input window comes up
--now click somewhere else in the editor
--notice IME input window closes
--select input field again and start typing
--NOTICE IME window doesn't open again
--you need to reopen the editor for the IME window to show up again
