[Windows 7 only] UI elements do not respond to clicks made via Wacom tablet at runtime
Steps to reproduce:
1. Open any project
2. Add a Button
3. Enter Play mode
4. Try to click it using a Wacom tablet
Expected result: it registers the click
Actual result: UI elements don't respond when clicked with a tablet stylus
Note: this only reproduces on Windows 7
Reproducible on: 5.6.0f3, 2017.1.1f1, 2018.1.0a7
