Windows 10 drag and drop feature breaks when importing tiles to Tile Palette
Steps to repro:
1. Open attached project
2. Drag'n'Drop Sprite "Tile" to Tile Palette
3. While Unity generates Tiles try to move any file or folder in your computer
Expected result: You can move your files/folders
Actual result: You can't move your files/folders
Reproduced in: 2017.4.23f1, 2018.3.9f1, 2019.1.0b7, 2019.2.0a7
Reproduced in 1809, 1803 Windows versions

Resolution Note:
As long as the operation is happening, you will not be able to drag and drop files in explorer. This operation is handled as part of the Drag and Drop operation, which is part of the OS side operation.
