Window tooltip persists in-place when moving floating window around screen
Steps to reproduce:
- Open a Unity Project
- Create a new Input Action Asset via Assets > Create > Input Actions
- Double-click on the new Input Actions asset to open it
- Ensure that the Input Actions Editor is a floating window (not docked)
- Hover over the Input Actions Editor tab so that the tooltip for the window displays
- Move the mouse cursor to the windows title bar and start dragging before the tooltip disappears
Actual results: The tooltip persists in-place and does not disappear until you stop moving the window

Expected results: The tooltip disappears as you are no longer hovering the mouse cursor over the tab
Reproducible with versions: 7000.0.0a14, 6000.1.0b2, 6000.0.34f1, 2022.3.54f1, 2021.3.45f1
