Window tooltip persists in-place when moving floating window around screen
*Steps to reproduce:*
# Open a Unity Project
# Create a new Input Action Asset via Assets > Create > Input Actions
# Double-click on the new Input Actions asset to open it
# Ensure that the Input Actions Editor is a floating window (not docked)
# Hover over the Input Actions Editor tab so that the tooltip for the window displays
# Move the mouse cursor to the windows title bar and start dragging before the tooltip disappears
*Actual results:* The tooltip persists in-place and does not disappear until you stop moving the window

*Expected results:* The tooltip disappears as you are no longer hovering the mouse cursor over the tab
