Window of a package could not be opened when the Window was open while the package was removed and then installed
How to reproduce:
1. Create a new project
2. Open Timeline Window
3. Remove Timeline package
4. Install Timeline package
5. Try to open Timeline Window
Expected result: Timeline window opens
Actual result: Timeline window does not open
Reproducible with - 2018.3.0b10, 2018.4.4f1, 2019.1.10f1, 2019.2.0b9, 2019.3.0a10
Not reproducible with - 2018.3.0b9 and earlier (Package Manager was not implemented or packages with custom windows did not work)
Notes:
Only packages from Package Manager reproduce the issue
