Editor window's "Maximize" function is inconsistent when the window is undocked
How to reproduce:
1. Open user's attached project ("BugEditorWindow.zip")
2. Select "BUG" custom menu and open both windows.
3. Try maximizing them from window menu and with the "Maximize" button in the top right corner
Expected result: "Maximize" button is disabled
Actual result: "Maximize" button maximizes the window, leading to inconsistent behavior
Reproducible with: 2017.4.18f1, 2018.3.3f1, 2019.1.0a14, 2019.2.0a1
Notes:
1. When the window is snapped to the editor, "Maximize" option in the window's menu does work as expected.
2. On Windows builds, the window with a fixed size ("MyWindow2") doesn't maximize but goes to the top left corner instead
