[WinArm] Random crashes on GfxDeviceD3D12Base::DrawBuffersCommon when using the Editor

How to reproduce:
1. Create a new 3D URP project
2. Resize some Editor windows or leave the Editor idle
3. Observe the crash

Reproducible with: 6000.0.12f1
Not reproducible with: 2021.3.40f1, 2022.3.39f1

Reproducible on: Windows 11 (ARM)
Not reproducible on: No other environment tested

Notes:
-Crashes are unexpected but quite often
-It is not clear how to cause crashes consistently
