When using Unity's Nav Mesh Agent, a character keeps stoping along the way to the destination
Steps to reproduce:
1. Open QA's attached project
2. Open scene "repro"
3. Play the scene and observe character animations
Reproduced with: 2017.1.2p3, 2017.2.0f3, 2017.3.0a7
Not reproduced with: 2017.3.0b1, 2017.3.0b9, 2018.1.0a4
