WheelEvent does not receive modifiers change when scrolling mouse wheel and holding a modifier key
How to reproduce:
1. Open the attached project "BugTest.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Enter Play Mode
4. In the Game window scroll the mouse wheel while holding shift on the keyboard
Expected result: WheelEvent receives shift modifier
Actual result: WheelEvent does not receive shift modifier
Reproducible with: 1.0.0-preview.14 (2021.2.0a17, 2021.2.0b4, 2022.1.0a2)
Not reproducible with: 1.0.0-preview.14 (2020.3.14f1, 2021.1.14f1, 2021.2.0a16)
Could not test with: 2018.4.36f1, 2019.4.29f1 (UI Toolkit unavailable)

This bug is a game breaker for our project. We need it backported to 2021.2 as well, overwise next unity version is no go for us.
