[WebGL] webcam not working with splash screen

-repro:
--build & run attached project without splash
--NOTICE the cube doesn't have your face filmed by the webcam on it
---browser doesn't ask for webcam sharing permission
---throws an error that it hasn't found a webcam
--enable splash screen
--rebuild and rerun
--notice camera is asked for and runs
