[WebGL] Two button clicks are required switching to the Fullscreen mode when changing Screen.fullScreen value
How to reproduce:
1. Open the attached project's "case_1283688-Project.zip" Scene labeled "SampleScene"
2. Build the project for WebGL
3. Host the built WebGL Player
4. Open it in a browser
5. In the WebGL Player, press the "Toggle" button
Expected result: Browser goes to fullscreen
Actual result: Two button clicks are required switching to the fullscreen mode when changing Screen.fullScreen value
Reproducible with: 2018.4.28f1, 2019.4.13f1, 2020.1.9f1, 2020.2.0b7, 2021.1.0a1
Note: Going back to Windowed mode requires only one click

Resolution Note:
Due to a technical limitation of the web API, Unity C# API cannot resolve this. Instead use JavaScript API "unityInstance.SetFullscreen(1);" to avoid the issue.
